While vodka had been killing Soviet citizens, it had also been keeping the regime alive through taxes: after only three years of Gorbachev’s anti-alcoholism campaign in the 1980s, the government saw its entire revenue reduced by almost 20 percent. More than any other single factor, these economic losses led to the discontinuation of the campaign just before the fall of the USSR.
